Penny serves the Penn State research administration community with a focus on sub-recipient compliance and monitoring. She provides oversight to her team of negotiators and proposal generalists in accordance with applicable University policies and sponsor requirements. She also maintains her own portfolio of subawards, subcontracts, and award negotiations.
In addition to overseeing her team, Penny is the subject matter expert for Penn State sub-agreements and is often consulted on policy and compliance related matters. Within the broader community, Penny is a RACC Certified Research Administrator (CRA), has presented at the National Council of University Research Administrators (NCURA) and is one of Penn State’s representatives in the Federal Demonstration Partnership. She also frequently presents to College Research Offices and is an ACES instructor.
Penny started her career with Penn State in 1997 and came to OSP in 2013 after working in Hospitality Services, the Applied Research Laboratory, and the College of Agricultural Sciences. She began her tenure in OSP as a Negotiator and was then promoted to a Senior Negotiator before assuming her current role of Associate Director. Penny serves as OSP's lead negotiator for Penn State subcontracts and prepares Penn State subawards for Capital College, IST, and Outreach.
